This toolkit includes engagement content to support your localised community education activities, information about our current marketing campaign and advice to help you order pedestrian decals.
Pedestrians are vulnerable road users and in the event of a crash have no protection to shield them from the force of impact. Most pedestrian fatalities and serious injuries occur in 50km/h and 60km/h speed zones.
For their own safety, pedestrians need to be more aware of their vulnerability and make safe choices about where they walk and where they cross the road. Driver compliance with road rules for giving way to pedestrians on crossings, turning at intersections and crossing driveways will also improve pedestrian safety.

Pedestrians

- It’s easy to become complacent about safety, especially on a familiar route. Taking risks and not being aware of your surroundings can have serious consequences.
- It’s important to Stop. Look. Listen. Think. Use a safe place to cross the road. Look continuously both ways. Listen for the sound of approaching traffic. Think whether it is safe to cross.
- Always use pedestrian crossings. They are the safest way to cross the road.
- Stay safe when walking by wearing bright, light-coloured and reflective clothing at night or when it’s hard to see.
- Take your earphones and put away your phone before crossing the road.
- Trucks have blind spots. Take extra care as drivers can’t always see you.
- Only cross at designated pedestrian crossings.
- Don’t be distracted by mobile devices and remove headphones before crossing the road.
- Always look out before you step out when crossing the road.
- Plan ahead and don’t rush for the bus.
- Obey traffic signals and cross with care.
- Avoid being distracted by mobile devices.
- Stand back from the kerb when waiting for a bus.
- Wait until the bus has gone then use a safe place to cross the road.
- Take extra care around trams and tram tracks – remember trams can’t always see you.
- Don’t cross directly behind a team as other road users may not be able to see you.
- Cross at designated pedestrian crossings where available.
- Don’t be distracted by mobile phones, and remove headphones before crossing the road.
- Always look left and right, and check twice for trams before you cross the road.
- Consider the time it will take you to cross a road or driveway. Wait for oncoming vehicles to pass or reverse from the driveway before crossing.
- Use safe places to cross the road such as pedestrian crossings or traffic lights with pedestrian signals. If you can’t find a crossing nearby, always look for the safest place to cross, even if you have to walk further down the road.
- When crossing the road - take the shortest, most direct route to get to the other side. If there’s a pedestrian refuge island, use it to safely cross the road in two stages.
- An adult should always be responsible for your child’s safety when out and about.
- Talk to your child about safe behaviour on the footpath. It’s not a safe place to play as it is near the road and vehicles may be entering or exiting driveways.
- Until your child is at least 8 years old, hold their hand: on the footpath; in the car park; when crossing the road.
Drivers and riders

- You must give way to pedestrians crossing the road if you are driving or riding.
- You must give way to pedestrians if there’s a danger of colliding with them, even if there’s no marked pedestrian crossing.
- When approaching a crossing, drivers and riders must slow down and, if necessary, stop safely before the crossing.
- Be aware that pedestrians are hard to see at night and in poor weather.
- Don’t assume that a pedestrian has seen you and will wait for you to go past.
- Be mindful that vulnerable pedestrians may need extra time to cross the road – children can be difficult to see an may act unpredictably.
- When driving in a shared zone, give way to all pedestrians and keep to the 10km/h speed limit.
- Take extra care and slow down when driving or riding on roads through high pedestrian activity areas such as near shopping precincts, public transport hubs and hospitals.
- Slow down to 40km/h in school zones and stay aware of crossings.
- At a Children’s Crossing, follow the directions of the School Crossing Supervisor. If theirs is no supervisor, always give way to pedestrians approaching the crossing.
- Always park and turn legally around the school. U-turns and three-point turns are dangerous.
- Never park in a bus zone or in the school bus bay.
